Rider RGGI: public-witness hearing
October 28, 2026 · 10 a.m. Eastern · PUR-2026-00085
The SCC scheduled a hearing on Dominion’s request to reinstate its carbon-allowance cost rider. The October 21 public-witness registration deadline has passed; check the official schedule for changes and viewing details.
Bill impact: A proposed rider could add carbon-program costs to bills. A scheduled hearing is not approval of the charge.
The SCC’s Rider T1 fact sheet reports a projected monthly impact of 94¢ for a residential customer using 1,000 kWh, down from the originally proposed $2.90.
Bill impact: Transmission costs are a separate bill lever. This example is not a forecast for your household or your total bill.
Update filed October 31, 2025 · PUR-2025-00195 · rate year September 2026 – August 2027
Dominion's annual Rider OSW update covers the Coastal Virginia Offshore Wind rate year starting September 1, 2026. The filing reports the project cost forecast rising to $11.16 billion, including about $256 million of projected federal tariff costs, and asks the SCC to approve the updated expenditures.
Bill impact: Rider OSW is one of the largest single riders on Dominion bills. The rate-year amount is not set by this filing — a decision is pending on the SCC docket.
Efficiency programs and Virtual Power Plant pilot approved
Final order August 3, 2026 · PUR-2025-00210 & PUR-2025-00211
The SCC approved Dominion's Phase XIV demand-side management programs, a three-year extension of its income- and age-qualifying efficiency programs, and a Virtual Power Plant pilot. Program costs are recovered through a separate rate adjustment clause.
Bill impact: Efficiency programs are paid for through rider charges on bills, and costs are reviewed each year, so the rider can change.
Docket opened August 25, 2026 · follow-on to the Rider T1 decision
Following its Rider T1 decision, the SCC opened a docket for Dominion's proposed amendments to its line-extension policy. The changes are designed so that large-load customers fund the 'direct-connect' transmission facilities needed to serve them, applying prospectively.
Bill impact: This aims to keep growth-driven transmission costs off residential bills. The policy changes are proposed, not yet decided.
Chapter 702 directs the SCC to evaluate utility performance, consolidating riders, fuel-cost risk sharing, and cost-control incentives, with public input and legislative recommendations. The law itself does not set a new residential rate.
2026–2027 fuel factor approved, with securitization
Order September 29, 2026 · PUR-2026-00058 · fuel factor in effect since July 1, 2026
The SCC approved Dominion’s 2026–2027 fuel factor to recover about $2.69 billion in projected fuel costs, and allowed roughly $922 million of under-recovered fuel costs to be financed over seven years instead of charged at once.
Bill impact: For a typical residential customer this means about $7.97 more per month for fuel plus $2.26 for the financing — roughly $10.23 a month instead of the $21.79 a one-year recovery would have added. Financing spreads the cost but adds interest over time.
Order November 25, 2025 · PUR-2025-00058 · effective January 1, 2026
In Dominion’s biennial review, the SCC rejected the requested $822 million (2026) and $345 million (2027) base-rate increases and instead approved $565.7 million for 2026 and $209.9 million for 2027. The order also created a new GS-5 rate class for very large users such as data centers, effective January 1, 2027.
Bill impact: For a typical residential customer, the approved rates add about $11.24 per month in 2026 and another $2.36 per month in 2027 — roughly 24% and 51% less than Dominion requested.
